Europe both invented molded fiber packaging and still leads it. The market splits between long established producers such as Hartmann and Huhtamaki, mid sized specialists including Omni-Pac and Papacks, and a technology tier developing processes that use far less water and energy than conventional forming.
A disclosure first. BonitoPak manufactures molded pulp packaging in China and competes with part of this market. This is a market map rather than a ranking.
A note on terminology as well. European sources say moulded fibre, North American ones say molded fiber. They are the same thing, and this article uses the North American spelling for consistency while keeping the moulded fibre variant where a company uses it.
Europe Invented This Industry
Worth establishing before the list, because it explains the structure. Hartmann introduced molded fiber packaging to Europe in 1917 and has been shaping the category since. From Danish roots it has grown into a group with 17 production sites across Europe, the Americas and Asia, around 3,000 employees, and customers in more than 50 markets, primarily egg producers and packers supplying retailers, as set out on its own company pages.
The consequence is that molded fiber packaging manufacturers in Europe include both the incumbents and, more unusually, the innovation frontier. Unlike the North American market, which is consolidated around a handful of large converters, Europe supports a genuine second tier of specialists and a third tier developing new forming processes.
The Established Molded Fiber Packaging Manufacturers
Brødrene Hartmann A/S: Hartmann Packaging
The largest name in the category and a listed Danish company. It describes itself as the world’s leading manufacturer of molded fiber egg packaging, a market leading producer of fruit packaging in South America and India, and the world’s largest manufacturer of technology for producing molded fiber packaging. That last point matters: Hartmann equips other producers as well as competing with them.

The moisture resistance point in that recent launch is worth noting, because it is the constraint most often raised against fiber packaging and the area where product development across the whole category is concentrated.
Huhtamaki Oyj
Founded by Heikki Huhtamäki in 1920 and headquartered in Espoo, Finland. Its Fiber Packaging division operates roughly eleven to twelve facilities across nine to ten countries, producing cup carriers, bottle dividers, fruit trays and punnets, and egg cartons and trays from either recycled paper or virgin pulp.
Two things distinguish it. It runs four business segments rather than being a fiber specialist, with brands including Chinet and BioWare. And like Hartmann it also supplies production machinery, through its Leotech branded equipment. Its smooth molded fiber range, developed with large foodservice and consumer goods customers, replaced conventional aluminum and plastic barrier layers while remaining recyclable.
Omni-Pac Group
Headquartered in Hamburg with operations across the UK and continental Europe, backed by private equity investors. It designs and manufactures molded fiber packaging for medical, horticultural, fresh produce and custom applications alongside egg packaging, making it broader than a pure egg specialist and a direct competitor to Hartmann in several segments.
The Specialists and Challengers
PAPACKS
A German producer operating what it calls a Gigafactory in Arnstadt, BRCGS certified, with annual delivery capacity above 600 million units. It reports more than 75 patent families and 30 awards across a decade of development. Its focus is tailor made three dimensional molded parts for food and non food applications, and it has announced a system enabling mass production of fiber based bottles, containers and tubes with initial capacity of 10 million units, modularly scalable to 100 million. Fiber bottles are the ambitious end of this category. Whether they displace plastic at scale is unproven, but the investment signals where European development effort is going. For a buyer today the practical relevance is smaller than the headlines suggest, though it does indicate which producers are investing in capability rather than capacity.
PulPac
A Swedish developer of dry molded fiber, a process that forms parts using far less water than conventional wet forming. Since drying is the energy intensive step and the throughput bottleneck in traditional molded fiber production, removing most of the water changes both the cost structure and the achievable line speed. It licenses the technology rather than manufacturing at scale itself, which means the relevant question for a buyer is which converters have adopted it rather than whether to approach the developer directly.
Other European molded fibre companies worth knowing
The field of European molded fibre companies is genuinely deep. Buhl Paperform in Germany, Matrix Pack in Greece, Paperfoam in the Netherlands, Rottneros Packaging and Celwise in Sweden, Metsä Spring in Finland, The Navigator Company in Portugal, Cullen Eco-Friendly Packaging in the UK, and Kiefel in Germany on the machinery side. Most serve specific segments or geographies rather than competing across the whole category.

If your requirement is standard egg packaging at retail scale, the first tier is the field. If it is a custom protective or industrial part, the second tier is more likely to engage. Small volumes generally reach the market through distributors rather than factory accounts in any tier.
Why Pulp Packaging in Europe Moved First
Two forces, and understanding them helps predict where the market goes next.
Regulation arrived earlier. Packaging waste rules and producer responsibility schemes have operated in Europe for longer than in most other regions, and fees calculated by material weight favour fiber over plastic. That pulled investment into fiber alternatives before consumer preference alone would have justified it.
Food contact rules also cut in a specific direction here. European authorities treat mineral oil migration from recycled paper as a genuine risk, and maximum levels for one fraction take effect from January 2027. The practical implication for a buyer sourcing from outside Europe is that European compliance is the stricter standard. Meeting it generally satisfies other markets, while the reverse is not true.
What to Ask a European Producer
Six questions that separate a serious quotation from a price list, and they apply across all three tiers.
- Which site would produce this part, since multi site groups often have quite different capabilities from one plant to another.
- What fiber system, and is the recycled feedstock composition controlled or variable.
- Has the finished part been tested for mineral oil migration, and can you see the report.
- What wall thickness and forming process, since those determine performance more than material name.
- What is the realistic minimum order, and does that figure change for a repeat run.
- Is tooling included, amortised or charged separately, and who owns it at the end of the contract.
That last question is worth asking early. Tooling ownership determines whether you can move production later, and it is easier to negotiate before a mold is cut than afterwards.
What We See From Outside Europe

Freight favours regional production
Molded parts ship formed rather than flat, occupying their finished volume from the factory onward. That makes freight a meaningful share of landed cost and is the single strongest argument for buying European if you are in Europe. Nesting recovers some of it, and nesting quality is set by draft angle at the tooling stage, but the physics does not go away.
Where an overseas supplier competes
Custom geometry at moderate volumes, colored or embossed parts, and formats the large producers do not carry. Those are tooling projects rather than catalog selections. Where a European producer will not quote a moderate volume custom part, that is usually the gap an overseas supplier fills rather than competing head on.
The technical questions are the same everywhere
Wall thickness, forming process and fiber system determine performance regardless of where a part is made. Our wet pressed parts finish at roughly 0.7 to 1.2mm with a dense smooth face suited to print, while dry pressed parts finish at roughly 2.5 to 3.0mm for structural work, and pâte à papier recyclée behaves differently from bleached or virgin systems. Any serious supplier answers those without hesitation.
Mise en pratique
Match tier to requirement before shortlisting molded fiber packaging manufacturers in Europe. Retail scale standard packaging points to the established producers, custom industrial work points to the specialists, and process evaluation points to the technology developers, who license rather than supply.
If you are buying into or within Europe, weight the freight advantage of regional production properly rather than comparing unit prices alone, and treat European food contact requirements as the standard to design against because they are currently the strictest.
